A 27-year-old Pennsylvania woman has been arrested on animal cruelty charges.

According to a news release from the Carroll Valley Borough Police Department, officers arrived at a home in Carroll Valley Borough and found two emaciated dogs and three deceased cats.

Allison Anne Ost was arrested on Thursday on charges of animal cruelty and neglect.

The Adams County SPCA had doctors on scene to assist. They said both dogs were 36 lbs. and dehydrated. One dog had conjunctivitis, and both dogs had a body score of one.

"A body score of one is one step above death," she said.

All three deceased cats were sent to Harrisburg for autopsies.

Ost turned herself in. She was taken to the Adams County Booking Center for arraignment.
